Carl-Eugen Eberle was the Director of Legal Affairs of the German television service ZDF from 1990-2011. He was born in Lahr/Baden in June 1946. He studied law at the Universities of Freiburg and Munich and in 1976 he earned his Doctorate at the University of Regensburg. In 1974 he joined the University of Konstanz, where he completed his postdoctoral lecture qualification (Habilitation) in Public Law and Administrative Sciences in 1982. The following year he moved to the University of Administrative Sciences in Speyer, and from 1984 to 1990 he was Professor of Public Law and Administrative Sciences at the University of Hamburg.
